I found these in Nancy Carroll's old papers back
in the early 1990's, they are from the mid 70's when she was active
in the Republican Women's Club.
BYLAWS
REPUBLICAN WOMEN'S CLUB
OF
CARTER COUNTY
ARTICLE I
Name
The name of this organization shall be Republican
Women's Club of Cater County, hereinafter known as RWCC.
ARTICLE II
Object
The object of this organization shall be:
A. to promote an informed electorate through
political education and activity.
B. to increase active year-round political
participation.
C. to foster loyalty to the Republican Party
and to promote its principals and candidates in all elections
including non-partisan elections.
D. to promote the ideals and principals of the
Republican Party.
E. to support the objectives and policies of
the Kentucky Republican State Central Committee and to work for the election
of Republican Party nominees.
ARTICLE III
Policies
Political actives in a primary contest by members as
individuals are free to work for the candidates of their choice, but
officers must follow policy of non-endorsement in primary campaigns
and of presidential or vice presidential candidates prior to the Republican
National Convention.
ARTICLE IV
Members

Qualifications

Membership in this organization shall consist of
Registered Republican Women voters who have adopted by-laws
approved by the KFRW, and ho have paid annual dues. |

Types of Membership |
|
A. Regular member is an individual active
member in good standing. |
|
B. Associate Member is one who pays dues
but does not have voting right, nor serves as an officer, or
delegate to District, State, or National Conventions. |
| Section 3. |
Removal of Membership |
|
Members may be removed from membership by
two-thirds vote of the Executive Committee for --
1. Non-payment of annual dues by Dec 31.
2. Advocating a split party ticket.
3. Supporting a non*Republican Candidate.
A member may be re-instated by a two thirds vote of the
Executive Committee if reason for removal has been reconciled. |
ARTICLE V
Officers and their duties
Officers of the RWCC are - President, Vice President, Secretary-Treasurer, and Parliamentarian.
Officers shall hold office for one year and no officer shall be eligible to
serve more than two consecutive terms in the same office. The term of
office shall be from Jan, following election, until one year thereafter,
regardless of when installation takes place.
If vacancies occur, the office shall be filled at a called meeting of the
membership with nominations made from the floor and election by ballot with a
majority vote shall elect.
An officer who has served more than half of a term is considered to have served
a full tern in that office.
Duties of the President

To preside at all meeting of the organization.

To represent the organization at all times or
designate someone as representative in her absence or inability
to do so.

To appoint all committees except the nominating
committee.

To appoint all special committees.

To appoint chairman and vice chairman of
standing committees to be approved by Executive Committee (elected
officers).

To appoint a Parliamentarian.

To be an exofficio member of all committees,
except the Nominating Committee.

To sign checks in emergency and by vote of
majority of the Executive Committee if Treasurer is unable to do
so.
Duties of the Vice President
The Vice President shall perform the duties of the
President in her absence or such other duties as may be assigned her
by the President.
Secretary
To keep minutes of all meetings of the club.
Treasurer
Be custodian of all funds of the organization.
To send notices of unpaid dues to members.
To make written reports of receipts and
disbursements for all meeting and as directed by the President.
Parliamentarian
Shall see that meetings are conducted in an orderly
fashion and be able to inform members as to correct procedure according
to Roberts Rule of Order.
ARTICLE VI
Officers Records
All officers and all committee chairmen and vice
chairman shall deliver all records, files and properties of the club
to her successor within one month after retiring from her officer
unless otherwise directed by the President of Executive Committee.
ARTICLE VIII
Executive Committee
Elected officers -- may call meetings, fill
vacancies or such other actions which does not require total
membership vote.
ARTICLE IX
Nominations and Elections
The nomination committee shall consist of three
members which shall report to the organization in November of each
year, with a member of the Committee Presenting the docket of
officers for acceptance by majority of members. Installation
shall be in December of each year.
ARTICLE X
Meetings
Unless otherwise ordered by the club, regular
meetings shall be held on the forth Tuesday of each month.
Place of meeting determined monthly by members.
ARTICLE XI
Dues
The yearly dues of $7.50 per member shall be paid
before Dec. 31 of each year.
ARTICLE XII
Roberts Rules of Order Revised shall govern this
organization in all matters of procedure which are not in conflict
with or covered in these by-laws.
